烟台市蓬莱区信访局职能信息
（一）处理人民群众、境外人士、法人以及其他组织向区委、区政府及其领导同志的来信，办理通过互联网、手机短信、微信、公众号、客户端、传真、电话等形式提出的信访事项，接待到区委、区政府上访的群众。
（二）负责汇总分析通过信访渠道向区委、区政府提出的重要意见建议。征集社会各界对区委、区政府工作和全市经济社会发展的意见建议，向区委、区政府报告。
（三）承办区委、区政府和上级机关批转的信访事项。
（四）对紧急重大的信访问题和跨地区、跨部门、跨行业以及人事分离、人户分离、人事户分离的信访问题，进行查办或者协调处理。
（五）向有关镇街和部门转送、交办和督查来信来访问题， 并审查处理结果。对区委、区政府批转和上级机关交办的信访事项，做好处理结果的反馈。
（六）综合分析、调查研究来信来访反映的情况和问题，及时向区委、区政府反映，并提出解决问题的意见或者建议。
（七）加强信访法规宣传教育，维护信访秩序。指导各镇街、区直各部门（单位）的信访以及人民建议征集工作。
（八）完成区委、区政府交办的其他任务。
（九）职能转变。按照党中央、国务院和省委、省政府、烟台市委、市政府关于转变政府职能、深化放管服改革，深入推进审批服务便民化的决策部署，认真落实烟台市委、市政府和蓬莱区委、区政府深化“一次办好” 改革的要求，组织推进本系统转变政府职能，坚持以人民为中心，落实首办责任制，加大对信访事项的督查督办工作力度，确保“件件有着落、事事有回音”，切实维护群众合法权益，不断提高人民群众满意度。
