廉江市卫生健康局职能信息
主要职责：
（廉江市卫生健康局“三定方案”主要职责）
一、贯彻执行国家、省和湛江市有关卫生健康工作的指导方针政策，拟订卫生健康以及促进中医药事业发展的规划，提出相关政策建议。协调推进我市医药卫生体制改革和医疗保障，统筹规划卫生健康资源配置，指导全市卫生健康规划的编制和实施。负责全市卫生健康系统安全生产相关工作。制定并组织实施推进卫生健康基本公共服务均等化、普惠化、便捷化等政策措施。
二、负责疾病预防控制工作，协调有关部门对重大疾病实施防控与干预，组织实施免疫工作。制定卫生应急和紧急医学救援预案、突发公共卫生事件监测和风险评估计划，组织和指导突发公共卫生事件预防控制和各类突发公共事件的医疗卫生救援，发布法定报告传染病疫情信息、突发公共卫生事件应急处置信息。
三、负责组织实施职责范围内的职业卫生、放射卫生、环境卫生、学校卫生、公共场所卫生、饮用水卫生管理规范、标准和政策，组织开展相关监测、调查、评估和监督，负责传染病防治监督。组织开展食品安全风险监测、评估，参与食品、食品添加剂及相关产品新原料、新品种的安全性审查。
四、组织拟订并协调落实应对人口老龄化政策措施，负责推进老年健康服务体系建设和医养结合工作。
五、负责医疗机构和医疗服务行业的管理和监督。组织实施医疗机构及其医疗服务、医疗技术、医疗质量、医疗安全以及采供血机构管理的规范、标准，会同有关部门组织实施卫生专业技术人员准入、资格标准和执业规则、服务规范，建立医疗机构医疗服务评价和监督管理体系。
六、负责组织推进公立医院改革，建立公益性为导向的绩效考核和评价机制，建设和谐医患关系，提出医疗服务和药品价格政策的建议。
七、组织实施国家药物政策和基本药物制度，提出基本药物价格政策的建议。
八、负责计划生育管理和服务工作，开展人口监测预警，研究提出人口与家庭发展相关政策建议，完善计划生育政策。指导市计划生育考核办公室及计划生育协会的业务工作。
九、推进全市医疗卫生、妇幼健康服务体系和全科医生队伍建设。推进卫生健康科技创新发展。
十、组织实施全市卫生健康人才发展政策，推动高素质专业化卫生健康人才队伍建设。
十一、贯彻执行国家、省和湛江市有关中医药工作的方针政策和法律法规，推动中医药强市建设。
十二、组织开展卫生健康宣传、健康教育、健康促进活动，承担卫生健康科学普及、新闻和信息发布工作。
十三、承担市爱国卫生运动委员会、市深化医药卫生体制改革工作领导小组的日常工作，负责市重大活动与重要会议的医疗卫生保障工作。
十四、完成市委、市政府、湛江市卫生健康局交办的其他任务。
十五、职能转变。市卫生健康局应当牢固树立大卫生、大健康理念，推动实施健康廉江战略，以改革创新为动力，以促健康、转模式、强镇村、重保障为着力点，把以治病为中心转变到以人民健康为中心，为人民群众提供全方位全周期健康服务。一是更加注重预防为主和健康促进，加强预防控制重大疾病工作，积极应对人口老龄化，健全健康服务体系。二是更加注重工作重心下移和资源下沉，推进卫生健康公共资源向镇（街道）延伸、向农村覆盖、向边远山区和生活困难群众倾斜。三是更加注重提高服务质量和水平，推进卫生健康基本公共服务均等化、普惠化、便捷化。四是改革完善医疗卫生行业综合监管制度，推行全过程监管，强化医疗服务质量和安全监管。五是协调推进深化医药卫生体制改革，加大公立医院改革力度，推进管办分离，落实公立医院经营管理自主权，推动卫生健康公共服务提供主体多元化、提供方式多样化。
