1、促进经济发展，增加农民收入。把经济工作的着力点放在营造良好的发展环境、扶持典型进行示范引导上，尊重农民的生产经营自主权。做好镇（街道）发展规划，加快转变发展方式，推动产业结构调整，提高经济发展的质量和水平，促进城乡经济融合和农民持续增收。
2、强化公共服务，着力改善民生。加强农村基础设施建设和新型农村服务体系建设，落实强农惠农措施，着力解决群众生产生活中的突出问题。繁荣发展农村文化，加快发展农村教育和医疗卫生事业，健全农村社会保障体系，积极推进基本公共服务均等化。
3、加强社会管理，维护农村稳定。坚持依法行政，严格按照法律规定的权限和程序履行职责，维护农村经济社会秩序。建立群众工作网格化管理制度，积极主动联系群众、宣传群众、组织群众、团结群众，实现群众工作关口前移，推进社会矛盾源头化解。健全农村利益协调和纠纷调处机制，及时化解矛盾，维护社会公平正义，确保农村社会稳定。
4、推进基层民主，促进农村和谐。加强对村民自治组织的指导、协调和服务，建立健全各项民主制度和议事决策程序，引导基层群众有序参与农村事务管理，切实保障农民的合法权益，培育扶持和依法管理农村各类社会组织，完善社会自治功能，推进镇（街道）行政管理与村民自治的有效衔接和良性互动。
