天津市西青区税务局职能信息
按照国家税务总局天津市税务局的统一部署，7月5日上午，新组建的国家税务总局天津市西青区税务局正式对外挂牌。在升国旗、唱国歌仪式后，国家税务总局天津市税务局联合党委书记、局长牟信勇同志，西青区区委书记李清同志共同为国家税务总局天津市西青区税务局揭牌。
在为国家税务总局天津市西青区税务局揭牌后，西青区区委副书记、区长白凤祥同志，国家税务总局天津市税务局联合党委书记、局长牟信勇同志分别发表致辞和讲话。
白凤祥区长在致辞中指出，新机遇迎来新挑战，新时代要有新作为。希望国家税务总局天津市西青区税务局广大干部职工以今天为新起点，在市局联合党委和区委、区政府的坚强领导下，认真学习贯彻习近平新时代中国特色社会主义思想和党的十九大精神，以高度的政治自觉拥护改革，以强烈的责任意识支持改革，以坚定的历史担当投身改革，高举铁军旗帜，传承税务精神，加倍努力做好各项税收工作，确保职责平稳过渡，工作无缝对接，国家税收安全。
牟信勇局长强调，改革国税地税征管体制是以习近平同志为核心的党中央作出的重大决策，是党和国家机构改革的重要内容，是加强党对税收工作的集中统一领导，加强和优化税收职能，理顺统一税制和分级财政的关系，夯实国家治理基础的重要举措，是利国、利民、利企、利税的重要举措。对进一步增强人民群众改革获得感，更好地发挥税收在国家治理中的基础性、支柱性，保障性作用，推进国家治理体系和治理能力现代化，助力新时代经济向高质量发展都具有重大而深远的意义。
国家税务总局天津市西青区税务局联合党委书记、局长王光玉主持挂牌仪式。国家税务总局第二督导组副组长武建春，天津市西青区区委书记李清，区委副书记、区长白凤祥，区委常委、区委组织部部长李东升，区委常委、副区长刘启阁，区政府办公室、区编办、区财政局、区人力社保局，社保中心主要负责同志，国家税务总局天津市税务局办公室、纳服处、国家税务总局天津市税务局第七督导组负责同志及部分税务干部代表共80人参加了挂牌仪式。
按照国税、地税征管体制改革工作安排，2018年7月5日起，国家税务总局天津市西青区税务局网站正式启用（网址：http://www.tjsat.gov.cn/11251000000），为纳税人提供涉税服务。

国家税务总局天津市西青区税务局的主要职责是：
（一）负责贯彻执行党的路线、方针、政策，加强党的全面领导，履行全面从严治党责任，负责党的建设和思想政治建设工作。
（二）负责贯彻执行税收、社会保险费和有关非税收入的法律、法规、规章和规范性文件，并结合本区实际情况，具体组织实施。组织落实国家规定的税收优惠政策。
（三）负责研究拟定本单位税收、社会保险费和有关非税收入年度计划，落实税收、社会保险费和有关非税收入预算目标。负责本单位税收、社会保险费和有关非税收入的会统核算工作。组织开展收入分析预测。
（四）负责开展税收经济分析和税收政策效应分析，为市局和区委、区政府提供决策参考。
（五）负责所辖区域内各项税收、社会保险费和有关非税收入征收管理。组织实施税（费）源监控和风险管理，加强大企业和自然人税收管理。
（六）负责组织开展纳税服务、税收宣传工作，保护纳税人、缴费人合法权益。承担涉及税收、社会保险费和有关非税收入的行政处罚听证、行政复议和行政诉讼事项。
（七）负责所辖区域内国际税收和进出口税收管理工作，组织反避税调查和出口退税事项办理。
（八）负责增值税专用发票、普通发票和其他各类发票管理。负责税收、社会保险费和有关非税收入票证管理。
（九）负责组织实施本单位各项税收、社会保险费和有关非税收入征管信息化建设和数据治理工作。
（十）负责本单位内部控制机制建设工作。
（十一）负责本单位干部队伍建设工作，加强后备干部队伍建设，承担税务人才培养和干部教育培训工作。负责本单位绩效管理和干部考核工作。
（十二）负责本单位机构、编制、经费和资产管理工作。
（十三）完成市局和区委、区政府交办的其他工作。
