杭州市钱塘区教育局职能信息
杭州市钱塘区教育局贯彻落实党中央、省委、市委和区委关于教育工作的方针政策和决策部署，在履行职责过程中坚持和加强党对教育工作的集中统一领导。主要职责是：
（一）贯彻执行党和国家的教育方针,贯彻落实国家、省市教育法律法规、规章和政策。拟订全区教育事业发展规划。研究全区教育改革发展的重大问题。起草和实施教育规范性文件，推进教育系统法制建设。
（二）负责全区各类学校教育教学改革、教育科学研究、教学研究及现代教育技术工作。负责全区中小学校教育信息化建设工作。负责教育基本信息的统计、分析和发布。
（三）负责全区教育系统党的建设，负责区属学校（单位）领导班子、干部队伍建设工作，履行全面从严治党主体责任。领导教育系统工、青、妇等群众团体工作。
（四）统筹管理全区学前教育、义务教育、高中教育、职业教育、继续教育、特殊教育等工作。负责全区中小学、幼儿园及其他教育机构的布局调整及基本建设工作。依法监管民办教育机构，规范民办教育办学秩序。负责全区学籍管理工作。
（五）负责全区教育督导工作，依法组织实施教育督导评估、检查验收和质量监测工作。
（六）负责全区教育系统意识形态工作和教育宣传工作。配合区委统战部做好教育系统统战工作。负责全区各类学校的思想政治工作以及德育、体育卫生与艺术教育、劳动教育、环境教育、国防教育等工作。
（七）统筹管理全区学历教育及其招生工作。组织制定全区基础教育的招生计划并组织实施。指导成人自考考试。
（八）负责全区教师工作和教育系统人才队伍建设。负责全区师德师风建设。组织实施教师资格制度。制定师资管理规章制度。
（九）统筹管理本部门教育经费，参与拟订教育经费筹措、教育拨款、教育基建投资等有关政策。会同有关部门管理全区公办中小学、幼儿园的收费。负责学校（单位）、幼儿园的资产监督管理。
（十）负责全区教育系统安全稳定工作，负责教育系统安全监督管理，督促教育系统相关主体落实安全生产责任，组织或配合查处学校安全管理方面的失职或违法行为。
（十一）负责全区教育系统内部审计工作，并对区属学校（单位）实施内部审计。
（十二）负责全区教育系统国际合作与交流工作，开展与港澳台地区的教育合作与交流。承担汉语国际推广工作。
（十三）负责全区语言文字工作，承担语言文字规范化建设。
（十四）完成区委、区政府交办的其他事项。
（十五）职能转变。履行对学校党建工作的指导和监督职责，指导和督促全区教育系统履行全面从严治党主体责任，提升党建工作水平。加强对各级各类学校教材的使用管理，坚持社会主义办学方向。深入推进全区教育领域“最多跑一次”改革。强化教育督导职责，强化民办教育的统筹规划、综合协调和管理。加强教育领域综合改革，推进教育现代化。
