杭州市上城区人民政府职能信息
2021年4月9日，经国务院批复同意，杭州市宣布正式启动实施部分行政区划优化调整，以原上城区、江干区的行政区域（不含下沙街道、白杨街道）为新的上城区的行政区域，人民政府驻望江街道望潮路77号。全区面积122平方公里，下辖14个街道，199个社区，常驻人口132万，其中户籍人口84万。
区划调整后的上城区充分体现了“西湖时代”与“钱塘江时代”的再融合，以“一区四中心”为战略定位：全面打造全国重要的高端服务业中心、消费中心、创业创新中心和宋韵文化传承展示中心，努力成为一流国际化现代城区，奋力当好高质量发展建设共同富裕示范区排头兵。
上城区是杭州市委、市政府所在地，区域优势得天独厚。濒临滚滚钱潮、天下奇观的钱塘江，紧贴烟柳画桥、处处胜景的西湖，运河自南而北纵贯全区境内。现有亚洲最大高铁枢纽之一的杭州火车东站、城市中央铁路枢纽杭州城站、华东最大客运中心，以及首批全国示范步行街之一的湖滨步行街、省级高品质步行街试点之一的清河坊步行街等“城市风景线”，市民中心、杭州国际会议中心、杭州大剧院等地已经成为全市发展的鲜明地标。
上城区确立了“一轴双核五星”的发展规划，以19公里钱塘江黄金岸线为主轴，以钱江新城、湖滨地区两大板块为核心，以南宋皇城大遗址、杭港高端服务业示范区、艮北新城（东站枢纽）、钱塘智慧城、笕桥丁兰等板块为五星，推动以数字经济为引领，集聚金融服务、时尚消费、专业服务、文化产业、健康服务、智能制造的“1+6”产业高质量发展。2020年全区实现地区生产总值2218.6亿元，其中服务业增加值1666.9亿元；社会消费品零售总额877亿元；财政总收入357.3亿元，其中一般公共预算收入187.1亿元。
上城区历史文化底蕴深厚，是南宋文化、吴越文化、钱塘江文化的重要承载地和南宋皇城大遗址的所在地，拥有全市超过一半的历史建筑、历史地段、历史街区和各级文保单位，其中国家级文物保护单位9处。这里诞生了新中国第一个居民委员会和浙江省第一个党小组、第一个团小组、第一个工人运动小组，小营·江南红巷接待了毛主席、习近平总书记等国家领导人的到访。
上城区公共服务优质，基层治理卓有成效。辖区内集聚了浙一、浙二、邵逸夫等省属三甲医院，建兰、采实、崇文、天长等全省知名学校，还拥有各类博物馆、体育馆、公园等丰富资源为居民群众共享。近年来，全区创新了“三社联动”“湖滨晴雨”“凯益荟”等基层治理新机制，打造了“美好教育”、“弯湾”助残等民生服务金名片，探索了“火车东站服务大提升”“浙一浙二周边交通治堵”等基层智治新场景，辖区人民获得感幸福感日益提升，曾连续十六年荣获省级平安区称号，三次夺得全省“五水共治”工作优秀区“大禹鼎”，并取得全国“七五”普法中期先进区、首次全国营商环境测评成绩前茅等荣誉。
