负责面向纳税人和缴费人的服务渠道管理；负责办理依纳税人申请的纳税服务事项；负责依职权发起的税务违法行为简易处罚事项及其他基础管理事项;负责引导、辅导纳税人办税；负责宣传税收法律法规和政策；负责收集纳税人意见建议；配合纳税服务中心开展纳税服务热线等服务平台建设及管理; 组织开展本单位纳税服务（含缴费服务，下同）工作，对本单位纳税服务工作实施监督、考核；组织落实纳税服务制度和规范；组织开展面向纳税人和缴费人的税法宣传、纳税辅导、咨询服务、办税服务、权益保护等工作；组织办理纳税服务投诉；负责落实涉税专业服务监管政策及制度；负责税收信用体系建设;配合大连市税务局做好纳税人学堂等服务平台建设及管理。
